The 4Front Retail project is a mixed-use development within the 4Front Technology and Office Campus in Oakdale, MN. Anchored by Aldi and Starbucks, the site brings new retail opportunities to the area.

Miller Bros was directly contracted by United Properties as the Prime contractor to oversee the full 8-acre site development, including grading, utilities, roads, site lighting, and electrical infrastructure. In addition to managing the master site, the team handled subcontractor procurement, pre-construction pricing, value engineering, and document control. The project also required coordinating two vertical build projects alongside sitewide construction.

A critical component of the project was the safe management of three Flint Hills Resources (FHR) oil pipelines. To ensure compliance, Miller Bros worked closely with FHR to develop a site-specific safety program. All subcontractors were required to complete training and pass an exam before working near or crossing the pipelines. Those without proper certification were either directed to on-site training or removed from the site until compliance was met.

This project underscores Miller Bros’ ability to oversee complex developments, manage multiple contracts, and uphold strict quality and safety standards. Through careful coordination and a disciplined approach, the team delivered a well-executed project that met both regulatory and operational demands.
